Yes, you can set to 20 degrees. But I am not sure if you can use to bacterial culture

Could I use this for eggs?

I guess you could, but aren't there cheaper options that also turn the eggs? I do own a coop full of white leghorn hens with one rooster and my daughter has asked if we could incubate eggs in this. It is very accurate temperature wise, and the stainless steel shelves are easy to remove for cleaning. So you could if you wanted too.
