Were these mangroves cultivated in fresh, salt, or brackish water?

Those are grown in about 1.02 salinity. It varies daily with evaporation and refilling. I think that makes the plants able to adapt better to different salinity, and i have had people spread batches between salt and fresh worth good results. If you need freshwater plants i have those as well but you have to let me know quickly because i always ship the next day.

I realize this is a saltwater plant, but would it grow in a freshwater indoor pond?

Yes but you will need to slowly acclimate the plant from saltwater to fresh water.

Can these be totally submerged in a freshwater aquarium or do they requie that the roots only be submerged?

I have planted these near a seawall fully submerged. Yes they will grow underwater just fine.

If I put these in my refugium what type of lighting are they going to need? My sump refugium is underneath my tank with the doors closed.

About the equivalent of a forty watt bulb a few feet away. I'm not sure how to translate that to modern led fixtures but any small focused grow light should be fine.
