Hi, where is this eyeliner made?

China. just a warning, I didn't receive the product that is pictured. mine was not the same brand (I've used vogue before and I like it. what I got was all in Chinese and only 1 pen). do not recommend

Is it vegan and cruelty free?

Hi-just to provide some info, if it sold in mainland China, then it is certainly not cruelty-free and is required by Chinese law to be tested on animals. Now if it sold only online, then it does not have to undergo the animal testing, but that would be up to the company to submit itself for these requirements. Maybe the company can provide input as to whether it is only sold online in China or in actual stores. I watched the video and they didn't say whether they sold in Chinese stores or only online. I can appreciate if the ACTUAL ingredients are vegan/cruelty-free, however, anything sold in actual Chinese stores has to undergo animal testing so that would certainly not make it cruelty free.

how to use for stamping? I am so confused.

Just place the side with the winged stamp on the corner of your eye. Use the other side to draw and outline your lashline and connect to your wing.
