from the bottom, the cut out is open. Yes, you can see your logo, if you need to.

Will this leave a clean cut with icing sheets?

I don't know what those are, but I have used this punch on watercolor paper, pastel paper, tissue paper and more and it always gives me a clean edge. I own several other sizes of their punches and have no complaints.

Will this cut the type of ribbon used to make award rosettes? (It’s thicker than satin acetate)

This punch is intended for paper crafts, so I don't think it will cut through ribbon.
