I have had this pump for a month. Worked good at first. Now it cycles on and off when it is submerged beyond the indicated mark. Any ideas..

Your weep hole is clogged. You'll need to take the four screws out that you can see from the top when the pump is sitting normally. Do a YouTube search for Wayne pool cover pump weep hole and it should come up. http://youtu.be/qMB9YookU5Q. The hole can be hard to see...it's only about 1/16th of an inch dia. Good luck!

Is the pump fully submersible?

Until two days ago my pump wasn't only completely underwater but it was completely under a foot of hard frozen snow and ice. Now I did unplug the pump knowing that a hard freeze was coming and also had to wait until the temps got above freezing in order for the snow and ice to thaw. But yesterday I plugged it back in and it still worked like a champ!

What do I do to make my pump start workinjg?

Just plug it in, if it does not appear to be working the water level may not be high enough, the water needs to come up over the blue leaf guard (give or take) for it to start pumping to test that the pump is working just get a bucket fill it with water and submerge the pump, it should start pumping in a few seconds. Also test the plug and make sure the GFI is set.

I have a plastic liner and then the mesh cover. So, do I put the pump on top of the mesh cover in the middle?

I have a concrete pool and a mesh cover suspended in air above the pool water. I place this pump below the cover on one of the pool steps to keep the water level from rising all winter. I used to use it on top of a solid cover to keep rain water from building up on the cover.
