Yes, It is applied most times via a garden type sprayer. Make sure you get it applied evenly and thoroughly.

Will it remain fire proof after a wash? Does it need to be reapplied

If you are referring to clothing and running the item through a full wash? Then yes, it will have to be reapplied... In most cases the flame retardant can resist getting wet a few times before having to be reapplied. But a full wash? I would recommend reappying.
