Can this fold up in any position in the rotation? Or does it have to be in center location. Need to be able to fold when rotated to one side.

With the MOUNT-E-FD70S, it can be folded up in any position, you just need to make sure when mounting that there is going to be enough room to rotate all the way to the left and the right.
