can I Use this Once Its Expired?

As long as it is sealed I would use it at least six months after the expiration. Notice that it is a "Best by" date, not a "Use by". If it isn't expired yet, store it in the freezer. Some folks keep it there for an extra year.

is there a way to cook these in a electric skillet?

I haven't tried but know other people have baked frozen pizzas, homemade biscuits and canned biscuits using an electric skillet. Do a search on the internet, I'm sure you will find the directions.
