Is there a list of ingredients in English?

Water, Glycerin, Dipropylene Glycol, Dimethicone, Ascorbyl Tetraisopalmitate, Sodium Tocopheryl Phosphate, Coix Lacryma-Jobi (Job'S Tears) Seed Extract, Cholesteryl/Octyldodecyl Lauroyl Glutamate, Acrylates/C10-30 Alkyl Acrylate Crosspolymer, Ammonium Acryloyldimethyltaurate/Vp Copolymer, Butylene Glycol, Peg-12 Dimethicone, Sodium Hydroxide, Carbomer, Phytosteryl/Isostearyl Dimer Dilinoleate, Octyldodecyl Myristate, Tocopherol, Methylparaben

Does this contain oil?

First off, it's written in Japanese Katakana and Kanji. Secondly, yes it has oil, but minimal so there's less stickiness when applying.

I didn't see a manufacture date on the bottom, but this code: 18S1X. What would be the manufacture date?

I am currently out of country but will get back to you mid December
