In inches, what is the size of the goat's neck? I want to get a collar to go on it for my daughter.

The goat isn’t here for me to measure but a collar that would fit a 12# dog and is adjustable would probably work just fine.

There is a wire frame inside which is very sturdy.

Is the animal poseable in any way or is the wire frame rigid and the only position is standing up?

No, it's not poseable it's rigid. It is awesome though . I use it when during my !livestock classes

Can this plush exterior be painted or dyed?

Probably but its super soft so wouldn't recommend it.
