I’m 6’1 and 130 pounds, which size should I get?

I would recommend first knowing all of my own body measurements first. Then see if the provider has listed size details for the clothing. As for the actual 6'1" and 130 lbs I am not quite sure because I am a 5'11" male who's 270 lbs. My size is a tight 2X or Comfortable 3X. Apologies that I couldn't give an exact size estimate.

Can I wear this in the swimming pool as a full body swimsuit?

You can give it a try. Depends on what size you are wearing and what color it is. If it's not the right size you may wind up ripping it while you're swimming from to much stretching. And depending on the color it may make you seem more transparent or exposed when thoroughly soaked with water. So I would recommend first trying in a Private pool area to test it out. If it passes your examination No Rips or Tears and doesn't Overly Expose you when Completely Soaked. Then proceed to Wear in Public Pool areas. If No Private Pool then Just try it out in a Shower and Practice Stretching to Test it for Flexibility and if the material holds together, stretches or rips.

Does fabric paint work well on it?

I would say yes, but polyester is kinda hard to work with, so you will need specific fabric paint for poly/synthetic fibers.
