Will it work on catails and if so though the root?

I'm not sure. Look up the list of plants it kills. I know that it can kill kudzu and bamboo -I've done it personally. I would try mixing 6-8oz per gallon if something like that.

How long should I wait before planting my own garden? I want to kill existing grass and then put in plants of my own.

It only kill when it is sprayed on the leaf. Ground deactivates it

Why doesn't this kill anything?

I use about 4 oz per gallon of water. Spray and make sure you have a day or two of sunshine. No rain for several days. It takes close to a week to really show the killing power, but believe me it works. Been using this product for years.
