Is the bottom of the glasses completely flat so they don't collect water in the dishwasher?

Yes, they are completely flat and they do not collect any water in the dishwasher.

Does the bottom of the cup taper slightly from the top in order to stack them up?

Agree with others that they do not stack. Only thing that you could possible consider is putting the bottom glass face down, then the upper glass face up. That's sort of stacking 2 glasses. What I've done in my cupboards is get one of those small wire wracks so I put glasses/mugs below the rack and some on top.

What is the diameter of the base of these glasses? I'm looking for sampler-size glasses to fit in a beer sampler paddle that I've bought.

I purchased my glasses in April 2013. Measuring with calipers, the top diameter is 2.3", the bottom diameter is 2.25", and the height is 3.52". Unfortunately, that is a shade to tall to fit in the two level juice glass section of our 2011 vintage Bosch dishwasher.
