Does this bracelet need to be polished

In reply to a question, Seller Ross-Simons states "We do not recommend polish to clean Sterling Silver Jewelry just warm water and mild soap with a soft cloth." In the Product Description area, instructions say to "Clean regularly with an anti-tarnish polish and prevent contact with household chemicals." Can you clarify? I can do either one, I would just like to know the correct method to keep the bracelet looking its best. Thank You

My wrists are very small. I need a 6-3/4". Can it b made that small?
