It is a canvas bag. It can be spayed with a waterproof spray.

So, is there a connection for the power pack inside the backpack? In the picture, it shows a phone and cord connected directly to the USB outlet??

There is no direst power source inside the backpack itself. A USB cord comes with the backpack so if you have your laptop inside you can plug the USB cord into it to charge your phone. Or do like I did and purchase a USB Power pack that I just keep in my backpack ready for use. My USB Power pack uses regular batteries to recharge your items.
