What is the numeric strength rating of these magnets?

These are Extremely Strong magnets. I put a medium thickness leather between a piece of material and I still had a solid hold.

Will the adhesive adhere to fabric?

As for the sticky backing...probably, but you may only use it a few times. Wouldn't recommend it. But as the magnetic fastener, of course it will work on fabric....that's the basic purpose of the magnet.

Would these magnets hold 2 layers of a shawl together (for example, thick cotton or wool)? Or just something lightweight like a silk scarf? Thanks

The shawl on the left (more a cotton type) will hold the magnets. One on the right (more wool type) will hold but not securely.
