why are they 3" high its says 1 1/2 inch high - chair

The # 911 has a 1 1/2" Clearance from the ground to the bottom of the lower bar. The overall height with the two bars installed is 2 1/2".

Could I use these with 3/8 rebar?

Yes, 3/8 works fine, it's just locks in less firmly than 1/2, but I used it with 3/8 with no problem. After I finished my project, all the pieces were in good condition and I passed them along to others.
