Is this safe to use with Bettas and glass catfish?

I would suggest to treat the plants in a separate tank without fish (1 gallon) to be in safe side. Once the plant is healthy you can use it in the fish tank.

Does this come in pond strength?

This does not come in larger amounts for ponds.
