This case is not waterproof, because the charging port is reserved behind the earphone case, and the earphone can be charged directly without removing the protective case. But it can prevent dust and scratches.

Q: can the case close still if you have a Anti-Lost Strap for Galaxy Buds 2 Pro attached such as https://www.amazon.com/gp/product/B0BHZ3T8K3 ?

The buds case fits snuggly inside the security locking case so if the strap can fit inside the buds case and close then yes it will but only if the strap will fit in the buds case.

Q: Will this survive a bored dog?

It depends on the size and enthusiasm of the dog. I am inclined to believe it will not survive a bored dog - especially the sort that likes to chew through sticks and things. It is very sturdy, but it is plastic. If the dog was determined, the plastic would surely crack. Or a dog might be able to work its teeth into the open area at the back and crack it. Mine came with an outer vinyl case, though, which might give the dog more to chew through, so it might last long enough for you to find the pup and wrestle it away. I don't know if the outer cae is stil included.
