Q: Will this tool work with webbing for lawn chairs?

Not sure. It may work depending on what the chair is made of. You have to be able to pull down fairly tight on the frame of the chair in order to stretch it from on side to the other.

Q: Will this tool pull 3” wide jute webbing evenly?

Yes. But it has more to do with how evenly you apply pressure and how you align it than it does with the function of the tool.

Q: Will this tool work with elastic webbing?

Not sure. It works amazing with the rubber woven webbing. This is a very heavy duty tool that stretches the tightly woven rubber webbing to repair upholstery, stretch then fasten with staples

Q: Can I use this tool to repair sagging foam seats by working from the underside of the foam seat to install jute webbing.

Don't know how it would work with jute webbing. I used a rubberized mesh webbing made by Pirelli that stretcher was able to stretch easily to secure to base with stapes. Without the stretcher you could hardly move the stuff and with the stretcher you were able to get it very tight. But don't know if jute would have the same give
