Is this true concrete or a resin?

It's too heavy to be resin but definitely not too heavy to handle. I love mine in my backyard with my flowers. Highly recommend.

can it be mounted on concrete surface?

It has a flat bottom so I guess it can. I have on mulch in a garden. Looks great.
