what are they filled with?

Tiny plastic beads, in a clear plastic bag. I actually emptied one out for a craft project and couldn’t believe how tough the plastic bag was.

Are there instructions included?

No, I just got the balls. There are -tons- of instructions and videos online that are easy to fine.

In all of recorded human history, has any non-juggler ever actually become a juggler using these bags?

I learned from a inexpensive set just like this by following the simple instructions included with them. Bags work well for beginners because they are easy to catch, and when they fall on the ground they do not roll away or bounce away like a ball would. The bright colors make Motion easy to see.
