Will the dinnerwares break during international shipment? And what if it happens?

They were very well packed- unlikely to break. I have no idea what happens for international shipment issues.

Where are theses made?

Corelle was introduced by Corning Glass Works in 1970 and is now manufactured and sold by World Kitchen, LLC. Dishes are stamped "Made in USA". I don't know if this is true, or not.

Why is the plain Winter Frost so much more expensive than the same sized set with patterns?

You get 12x of "15-oz Rimmed Soup/Salad Bowls", instead of 2x lids for the 1-qt serving bowls and 6x lids for the 18-oz cereal bowls. So it's your choice whether you want lids for some of the bowls, or another set of bowls of a different size.
