Does sunlight pump up the night glow of this dried paint after it's applied ?

No. This paint has a very light glow that fades quick. Maybe I got a bad batch, but this does not glow well no matter the light used, or the number of coats you give it.

What does neutral do when painted on a color fabric?

Neutral glows in the yellow glow in the dark color. It Is not intended to be used on fabric.

Will this work on gun sights? Just curious how well it will hold up to cleaners and oils for cleaning firearms?
