Will these work for a 3 year old kids shoes?

They might. They are very soft and not too large; can't put my finger on them just now to take another look. You can always return them, I believe. In jest, I was tempted to respond "if they have big feet" but didn't know whether or not you had a sense of humor! I'd say to go for it!

How does this adhere to the tongue of the shoe?

Press the pad on the tongue and it sticks and stays in place. One must peel off the protective cover before placement.
