Will this adhere to varnished wood?

I put it on wood sealed with epoxy resin sanded lightly, let it dry overnight . I then coated 2” foam insulation board . I put them together and  had a few minutes to move it around, it grabbed pretty quick. This was a test piece and after a few days I tried to pull it apart. I couldn’t...I trie 2 pieces of foam the same way. The foam surfaces were punctured  wit a block of nails  as I was concerned I’d pull the foam apart . I couldn’t  pull it apart either. ..the foam stayed together. I’m building a foam boat.

Why won't it dry? It's been about two weeks!

Roberts understands installing a new outdoor floor covering can be challenging. Please Review the 6700 carpet adhesive info below. During the installation process- Ensure the substrate is dry, clean free of contaminates (old adhesives, cleaners, oil, paint etc.)  Do not install outdoors if rain is expected 24 hours before or after installation. Choose the appropriate trowel size for flooring and substrate. Once the adhesive is applied to the substrate, the adhesive field will need to stand open for approximately 20-30 minutes prior to the carpet entering the adhesive field. This process ensures the adhesive builds bond strength and promotes the curing process over the next 24-48 hours.  Do not trap wet adhesive between non porous surfaces and non porous outdoor carpets.  Always Follow Open Time Procedure & Abrading procedures for metal surfaces.  This adhesive will Not become rigid and hard, rather it will stay pliable.  Always follow the floor covering manufacturer's specific installation guidelines.

Question 4

Gluing carpet on new pressure treated 2x4s for boat bunks, still have that wet feel, do the boards have to dry before gluing?

They should be dry , but the glue has a tacky finish it won’t be completely dry
