Are you supposed to put moisturiser after this or this is meant to be a moisturiser?

It's not a moisturiser, it's a watery-like lotion. Would recommend moisturiser after.

An use it on my scalp?

I don't know but its not very harsh on face so I wouldn't see a problem

Is this fragrance free?

Biotrade Acne Out Active Lotion contains a small amount of fragrance!

I will buy the lotion, cream , and the cleanser so what should be my routine using these products?

Use cleanser first, after the lotion and finally the cream
