Can this be used to make rose water for hair?

Most probably yes as this product is free from addictive and smells very fresh. I personally brought it to use as pot pouri. But as its 100% natural I would most likely use this product if I was to make any products for hair or face, as it looks safe and natural to use.

Are these dried petals and buds as i need to put on candles and dont want them to start changing colour and drying up by time
