How should I power on this device

Mode button press should power it on... And its auto off device... You need not to off it manually. If its not getting on try to replace the battery.

I have started using this device and it seems to be working well. Any inputs on what is the standard time of measurement for air flow temperature?

Both measurements are slow in nature, so you have to keep measuring until the values become constant and stop changing.

No, it can measure only air speed

Can i use this to measure the temperature of air coming out of the ac? need to measure the termperauture inside a bus

Yes It tells you temperature of air flows to it, you need to stablise the temp to get accurate readings. Means keep the device in the flow until temperature stops changing.
