Is the width measurement how wide across your bench/plank will be or how wide the actual metal of the legs is?

The measurements are of the legs actual outside dimensions (length and height). If the same as your top, the legs would be flush. If you want overhang, you’ll want to order smaller legs.

Are the only heights available really 8" - 12"? Those would be very short table legs... Tall = height, correct?

For this seller I believe that the only heights available. Last I look there are some different re-seller that have different sizes. If not you can search the internet and these a bunch to choose from.
