Q: Will a size small fit someone that’s 5’7” tall and roughly 135 lbs with a 31 inch waist ..

It depends if the size 31 you reference is a manufacturer's pants size or an accurate measurement of your actual waist. If an actual waist size, you will wear a small in these shorts. The small HUK measures 30 inches at the waist but is built to expand to 32; I can get one on but it is too tight at the hips. The medium HUK measures 34 before any expansion and is too loose for me without a belt. I know because I've measured and had both sizes.

Q: What size should I order for 38” waist?

Huk's official size chart shows Waist sizing as: Small (29-31"), Medium (32-34"), Large (35-37"), X-large (39-41"), 2XL (43-45"), 3XL (46-48"). That would put you between the Large and the X-large. The waist band on these shorts have auto adjusting waist that does have a pretty nice range of adjusting, but depending on how you want them to fit you could choose either the Large or the XL. A 34" waist for example on the Medium size stretches the autoadjust waist just slightly - there is definitely more room to go up in size in the waist.
