Not a good design - by code or engineering
The eye flush station is an early April's fool version because it has an idiotic feature: It defaults water coming out of the eye flush side when you turn the faucet off. The moment you turn the faucet on, it squirts out the eye flush side - pull the handle and only then does it come out of the bottom.
