Is the 12 vdc output regulated?

With an input voltage from 100V to 250V there has to be a regulator, but how it reacts to load and what the ripple is, is anyone's guess. I'm using it to drive electronics for a year now and have not had any issues.

The open circuit voltage on my unit is 11.97 Volts.   That's close enough for me to call it a 12 V supply BUTmy unit does NOT supply a constant 12 V when it is loaded.   It drops to 10.5 volts with 500 mA load.   The voltage is 10 volts at 1 Amp.I hooked up some dummy load resistors and ran my unit overnight with a 1 Amp load and it did not get hot.  You could definitely tell that it was working.I wouldn't recommend running one at full load all the time.   If you want a true 12 volt output to supply a load of ~1 Amp you will need to get a device that has a much higher output current rating.   My unit indicates I would not get a 12 volt output even if it is only supplying half the rated current.

Is it energy efficient when the load is disconnected or turned off?

Little units like this  will consume small amts of power just by being plugged in.   I have measured  similar  ones in size that used  1 watt and 0.06 amps while in standby mode, no load applied.   No big deal in itself  but if you have dozens of these all over the house it can add up, but still a small amt of your over all usuage.  If you want to save, just unplug things when not in use.
