Do they send the green dot? the picture shown is the red dot. do they send the he510c gr elite or the he510c elite

The HE510C only comes with the green dot. The red dot is the HS510C (non Elite).

What type of mount does it use?

It comes with a QD(Quick Detach) mount. It fits the Picatinny rail, also known as a MIL-STD-1913 rail.

The red dor can be exported for other countrys? I need some certifica-te?

Let other countries come up with there own technology.

Will this fit on a Ruger 22/45 Tac-lite 22lr pistol?

I don't own a 10/22 nor a 22/45 Ruger but my guess is that it will be on the big side. This sight is excellent, I've personally have it on Two AR's and they do everything a sight twice as expensive does in any gun range and or hog hunting trip. I tell ya... they work!
