is this tea free from fluoride and heavy metals?

this tea is completely pure as its only ingredient is pure ceylon black tea without additives. There have never been reports of fluoride or metals in this tea.

Are these individually wrapped? I want to put them out for consumer use in a doctors office and I can’t have them just out in paper tea bags.

I don't think they were individually wrapped, but I wouldn't serve this tea to anyone. As I wrote in my review quite awhile back, it had the flavor of colored water - no flavor at all. I couldn't return it so I threw it away. I would go with a different brand - Twining, Lipton, Bigelow - all individually wrapped. Hope this helped.

Is this considered black tea? Does this tea bag in water yield milk tea?

Yes this is considered to be a black tea and holds well when milk is added.
