Since this is water soluble, can it be used on pcb's and electronics? will it corrode over time? it's non-acid.

NO....do not use this on electronics or pcb's as it will corrode with that green corrosion. I have tried it and that is what happens. In a water pipe it is fine as it all washes away naturally.

I have a ring that snapped and i want to fix it, i can still wear the ring but the part where it snapped pinches the skin. can i use it on jewelry?

This would likely corrode the ring badly. Its removes oxidized layers so solder can stick to the base metal. It's very acidic and corrosive.
