Q: is blue or yellow lens best for driving?

I don't think it makes any difference. I have the yellow lenses, but they are blue-grey to look through. The yellow (or orange) appearance is reflected light from the outside of the lenses, not the colour of the filter.

Q: Just had to return a pair similar to this back to Amazon. Please confirm these fit a pair of 40mm (in height), glasses. Dont want to pay for returns!

The measurements for these super glasses are clearly given in both cm and inches 14.5 cm in width and 4 cm height.Look for yourself.

Mine are black frames, but I believe they come in tiger style (black orangestripe), white, silver, and of course black, there are different lens colours available to.
