No - my little girl has 3 and loves her blanket very much

Yes, this one has a tag. Least the one for my daughter does. She's 3 now and has heard this particular one since she was less than a year old.

What is the recommended age for this toy?

There are always age recommendations given by the American pediatric association. Most of the time they don't want you to let this in the crib with a baby because they can suffocate. Around 12 to 18 months I would say you could introduce one to a child if they wanted to sleep with it. It depends on the child. It's not really a toy, it's more of a security blanket. My son is 18 months and he sleeps with it every night and carries it around during the day to cuddle with.
