The snes (sns-001) needs a minimum of 850ma (unregulated). how can this maintain enough amperage to power the system?

It powers my SNES and one controller well enough. I would be weary of anything beyond that.

will it work with sega cd model 2?

Yes this will work with a Sega CD model 2. I use one of these with mine. It also works with the Famicom.

This power supply says 9v, 350 ma. my original nes-001 says it requires 9 v 850ma. anyone else noticed this?

I have not noticed this, but it does work fine. I have not had any issues with it.
