this product is stated as being $.10/ounce: is actually approximately $.34/ounce; or am I wrong?

Yes, Amazon's uses funny math. First, 4 pounds is 64 ounces, not 67.2 oz. Second, my math says if you pay 19.95 for 67.2 ounces that come out to approximately $.34 per ounce.

I live in the south and we’re currently having 90 degree weather on a daily basis. I’m nervous about it melting Has anyone had issues with this?

They generally put bags of ice packets in it. From this seller, I haven't had an issue, but I haven't had 90 degree weather.
