How does this compare to the pilot hi-tec-c maica .4mm?

The ink cartridge is identical. The Maica is slightly but noticeably larger overall - length and diameter. The Hi-Tec-C has a clip on the cap, unlike the Maica.

Is this pen retractable?

No, it is not retractable. Still, the Pilot Hi-Tec-C is one of my favorite pens. If you prefer retractable pens, you might want to check out Pilot's Juice Up -- it's great, too. Love them both, use them daily.

These always smudge and smear when i erase the pencil lines in my drawing, even if i wait an hour for the pen to dry. what am i doing wrong?

I have the same problem...and stopped using them. They did not work out for my purposes. They did smudge as you described.
