Is this retractor powered by water pressure or by a spring?

Hello, Thank you for reaching out! This retractable water hose reel is powered by a spring. If you have any further questions, please give us a call at 800-645-8258. Thank you, Team Flexzilla

Can it be mounted on a stucco wall?

It can be mounted to a stucco surface; while we would recommend using 5/16” diameter fasteners with stucco anchors, you must determine the specific hardware for your particular installation. I would suggest doing a Google search for “mounting a reel to a stucco wall”, and you will see several examples.

Does this come with mounting screws? If not, what size is needed?

Yes as well as screw anchors for drywall or concrete!
