I planted mine inside on April 1st and they still haven't come up. How long should I wait?

Peppers really need to have hot weather and soil. Maybe they did not get enough light or heat. I would try again. They usually germinate well within at most 2 weeks. Also it helps to have them covered with some kind of see through plastic to keep the humidity up. Good luck they made a lovely pepper plant with lots of medium tasty chili peppers.

can the Hatch Green Chilies be grown in an Aerogarden?

I think the intensity of flavor has a lot to do with the amount of direct sunlight the plants receive. I've never tried aerogardening, but in California the plants did well but the chilis had little flavor, as bland as bell peppers. Only the peppers grown in the Hatch region of NM capture that flavor.
