It looks like finely plaited and waxed string. It doesn’t tell you on the wrapper around the candle.

Can I put it on a spiked candle holder?

What the measurements I.e. diameter of candle

I think the 78/200mm relates to 7.8cm by 20cm. I measured mine and this is about right.
