Yes; also states on the label cleans and disinfects; however aminal CANNOT be near doing so. Please read instructions.

Can you use it on grooming shears and clipper blades?

Yes, you can just let the F:10 dry first.

This is the one that is safe not to rinse, correct?

That’s correct, no wipe just spray and let dry.

Is this safe for cleaning bird cage and food containers ?

It is safe for cages. It’s my favorite go-to cage cleaner. I would wash the food bowls out by hand after using F10 on them, however. I’m innately cautious with my parrot.
