Has anyone had experience using these in rain, getting covered in water etc? I bought another brand similar to these and the front red L smudged off.

these are fine in all weather my daughter and son have them on their bikes over winter for a few years and still look in good condition.

are these made out of plastic

The L Plates are made from High Impact Polystyrene (HIPS) a type of very strong plastic, and are capable of being bent double without fear of breaking. Also they remain totally flexible even in freezing conditions.

Will this fit a 45mm Diameter fork?

With the fork bracket bolt supplied with the kit, it will fit from 30 - 40mm diameter forks, but if the bracket was fitted with a suitably longer bolt it would fit a maximum of 50mm diameter forks.

Do they fit a honda vision 110

The front fork bracket is a standard size, to fit the vast majority of motorcycles in the UK marketplace, so should fit your particular machine.
