Does it have a UK plug?

Yes, it does. It is cute as the Dickens, heats up in a jiffy and is very easy to use, ergonomically I guess you call it. The cord wraps around it when you want to put it away, has a little bag to put in on (once cooled off), and even a little cup for adding water should you want steam.

what are the 2x max symbols at the top for? are they supposed to light up?

Does this need to be used with an ironing board?

I use mine with a wool ironing pad (as sold for craft purposes) or for smaller items, I use it with my sleeve board. Obviously it does need to be used on some sort of heat resistant surface with some padding.
