How many pounds or should I say .. what’s the strength level of each finger stretch bands?

Not much. But if you do it correctly it should have a little difficulty you start at the top work your way to base of your fingers stretching up to you how many times, reps or sets.

Does anyone have an opinion as to how these are in comparison to just the squeeze balls?

The handgrips with kg weight adjustment provides more of resistance for conditioning. It comes with a stress ball and squeeze ball. Those are typically not as much resistamce, little to none. So i mean you would have to really be weak to have to use a squeeze ball for strength gains. Thats for ppl coming off physical therapy due to like a stroke or some surgery resulting in the loss of strength in the hands and arms.

Is it noisy? Would like to use this in a quiet office.

It is quiet enough for you to use in the office without disturbing anyone.
