When towing it can happen that the wire snaps. That is why you put this over the cable. The heavyweight of it will make sure that the wire will not fly in any direction, but just to the ground in case it snaps.

Highly recommend, better and bigger than the Warn damper. Made of nice heavy duty vinyl with fabric border, stiff but flexible, will probably loosen up with use. Has velcro down sides and on bottom so it secures well to cable. Good size pocket will easily hold (2) ten pd. round barbell weights. The only thing I wish it had pockets on both sides so you could balance weight evenly side to side.
