Some other reviews got it wrong.
A number of reviews here are based on incorrect application of this peltier cooler. The instructions state that the water block is used on the hot side of the peltier. The other reviews indicate incorrect application whereby the person is using the heatsink and fan on the hot side and then finding insufficient cooling. These peltier systems are intended to use the waterblock to cool the hot side. This is why the fans are blowing away from the heatsink. Correct operation sees rapid cooling of the TEC hotside with a water system, allowing the cold side to chill the heatsink. If you want to chill water, you need the heatsink submerged in a water tank with the fan removed. The block is designed for mini fridge cooling where the fans blow cold air into a small space.

Somewhat usable
Will not do much with those fans. I needed to cool water in fishtank from 32C to like 27C. Got rid of fans and that heatsink, and mounted there instead another water cooled block, like the one on the other side (https://amzn.eu/d/03DARTvu). Got 2 small fishtank pumps (on either side) circulating water, cold from-and-to fishtank, hot - from-and-to a few litres bucket. After few hours I got temperature difference of 6-7C : fishtank at 26-27C, bucket water rose to about 35C. I wish they had a model with two water heatsinks, one per side. But it's quite easy and probably cheaper to make one like this yourself. Used PSU 15V, 5Amps from old laptop.

Works as expected
I have used peltier modules before so knew what to expect. The advertising does paint a bit of a glowing picture. The whole module is quite well built and when used within normal ambient temperatures achieved a reasonable drop in temperature with flowing water. I rigged it up to a temperature controlled system, the fans were kept running with the peltier modules being controlled. There was a lot of lag but eventually settled down to a reasonable amount of control. Remember you need a fairly hefty power supply, 12v 9A minimum. These modules actually work at 14v for maximum temperature difference between the plates but sourcing a 14v supply is not so easy. Price wise I am very happy. Each peltier module would cost about £6 so 2 of those plus 2 fans plus the metal work. For me it was a no brainer, not only price wise but time saving not having to build it.

Moderate performance for size.
This is a compact device which seems well made. The water tank has inlet and outlet to cool the water you pump through it. Connection is easy enough, although you need a decent supply. Mine draws over 100W (around 8.6A), although it's more efficient at just over 12V where the current goes down. Most will keep it at 12V though. The Peltier unit does it's job with the fans taking the heat away good enough for light use. You'll do well to have bigger fans for more efficient operation. I put an old PC cooling fan and heatsink on it to improve matters. I've managed to go from 5C drop using the current fans to 15C drop using bugger fans/heatsink, so the unit is capable, just undercooled.

Works well.
This thing is so cool. I really just bought it because I always wanted to see it working.

Very poor efficiency- cooling per my test
I tested this unit with themo couples to measure the input and ouptu water temperatures at the ports on the unit with the water inside it have very low flow rate to get the largest temperature decrease. It ran for 10 min. passing very little water and the temperature drop was only 5 to 6 deg F. ( The semiconductor leads had to be reversed connected to the battery to get it to cool verses heating - red wires to NEG and black to Pos.??? as indicated in other reviews ) Thie current draw during the test was 2.7 amps at the 12v on each of the 2 semiconductors so about 5.4 amps total . It should have cooled the water down 30 deg or more at that power input. Poor design

Haven’t figured out how I’m going to use it
Trying to figure out a project for this. I connected it to a small 12v battery and it got pretty cool. I could make a small fridge or a water chiller, who knows. It’s pretty compact so lots of places this could fit.
